I think Ebay is the biggest best but incompetently run sales engine in the world. Most people love Ebay, BUT they have no ability to "police" bad deals without first making the customer go through several automated hoops.
I recommend writing to the Consumer Protection Agency in your state. It takes one out of 54 motivated CPA's (one for each state, plus a couple regions outside of the U.S.) to hold eBay accountable, maybe the CPA in your state is the one.
I recently won an auction and was immediately emailed where to send the money. The whole thing seemed suspicious to me and it turned out the ad was a complete fake!

The guy tried to get me to send funds to a German banking address even though the item was in Missouri.
