Help choosing film type for short

Hey guys I'm going into preproduction on a short film this week. It's a cyberpunk tale. I'm after that darker kind of film noir look.

I'm planning to either shoot DV with heavy camera and post filtering or shoot super 8. If I go with the latter what film stock would you recommend? I've considered tri-x but I'd like just a little bit of color. Kind of like the Crow.

Whatever I do it has to be on the cheap. Money is tighter then usual right now.

My shooting ratio on film is going to be two to one. It's mostly a visual story so that will help. I'll also be shooting wild sound at 18fps as that's all my bolex will handle. Doing ADR for the whole movie whether I shoot film or DV.

If anyone has anything close as far as examples I can see online that would be great.

64t and then some post effect to desaturate color, maybe? The Crow looks really contrasty, i would think that 64t, being a reversal film, has a narrower latitude than say 7217 negative. It's also cheaper.
