Nizo 6080 Replacement Belt

Nizo 6080 Replacement Belt
I was told by the guys at Du-All that I needed to replace the belt in my Nizo 6080 in order to get the motor running (electronics are working fine) so I took it apart until I could remove the belt. The belt is fine, but there's a little slack in the system when I turned the motor with my hand. Could it be that the belt is slightly stretched which is what is preventing the motor from catching?
