Canon Zoom 518 Exposure Meter Issue

Good evening ladies and gentlemen,

I acquired an old 1964 Canon Zoom 518 Super 8 movie camera in a real nice condition and it runs good.

There is only one issue with the exposure meter that does not work at all, allthough new batteries of correct type have been inserted (for the exposure meter of course). I measured 1.4 Volts per battery with my multimeter. Nevertheless, the needle remains at the left corner of the display, no matter if move the camera against the sun, a torch or whatever. When I shake the camera, the needle is slightly moving, so it is not stuck due to corrosion.

According to the manual, the rotatable switch on the right camera side has to be set to "R" in order to get the meter started, but nothing happens. I have a Kodak Ektachrome 100D movie inside the camera.
