Velocity software question for DIY film capture

Hi Has anyone come upon a windows program that does what the new velocity software does? It seems that I cant get it for myself. I saw a linux program that said it would capture fast but I don't want to learn linux. I want to capture as fast as I can and wondered if anyone has found the best program to date. I thought my monitor was going out of focus but it was my eyes from reading soooooo many articles on the subject of film transfer. And I just want to say thank you all for so many good articles and ideas in this forum.

what is that? never heard of anything of the sort. More details please.
