And at 1600 dpi it would be a lousy 35mm scanner as well. A good s8 scanner is a good 35mm scanner, and vice versa ;-)
A theoretical possibility would be to move the film over a (fixed) filmscanner sesor, why not a 8000dpi like nikon's high end models. I can't say if this could be done with the necessary precision.

Yes, he even has a link to my site! I've communicated with him in the past. A very knowledgable guy and seems to really take this seriously.
