I can recommend you the use of a Siemens 2000 16mm projector for telecine. These old projectors have a selector that allows to change the shutter blades from 3to 2. That allows to transfer film to video in real time to 16.66 fps or 25 fps.
There is a version (like mine) that can reproduce magnetic sound in addition to the optical sound.
