Wild Guess:

It doesn't absolutely have to be electrical. How about thermal?

If the bulb is meant to operate with a stream of cooling air and it's not getting it maybe the bulb is overheating even at normal power.

Does this projector have a fan in it? If so is it spinning? If so is the air getting to the bulb?

Can you check the resistance of the bulbs?

If your meter can measure resistance (any multimeter should), you can check the reisistance between the two contacts...should be very low...
