Does the notches on a film cart only make a difference when you use the cameras internal light meter?
IF you were using an external light meter, do you just use the ASA set on the box of the cart to get your light reading? Also on the cart where it tells you both the tungtsten ASA and the outdoors ASA, is the outdoor ASA reading on the cart box taking into account the 85 filter?

Yes, all that notching stuff only matters if you are using the internal meter.
Otherwise, just rate the film at ASA 200 when you read your external meter. That 200 is the film speed for uncorrected light-- when you use the 85 outdoors, increase your reading about 2/3 stop to compensate for the light loss caused by the filter. That means that your effective ASA is about 125 when it comes to sensitivity-- but still treat it as an ASA 200 film.
You could put the 85 filter in place, and then meter the film at ASA 125-- it's really the same thing. You're still adjusting for the 85 filter in the light path.
