You have to distinguish between lab for 35mm photo jobs which sort of was in Norway and K40 Super8 labs. As far as I know there was never a Super8 K40 lab in Norway but I believe there was one in Sweden and one in Denmark up to the mid 80s. Since the late 80´s´or so S8 K40 have allways been sent to Switzerland. Kodak Norway shut down their "photo" lab recently.
The Kodak Norway point has allways only been a forwarding service point and I guess they wil still be so one way or another. Maybe Andreas can fill me in?
I have allways dropped my S8 K40s off at the nearest local Kodak Dealer and they forwarded it to Kodak wherever that might be. Last batch some 3-4 months ago.
If you spend the extra postage fee there is no problem to send it directly to Kodak Switzerland of course. Pay send - return is included in film price.

I was in a meeting with Kodak Norway last week and there will be no problem with the S8 development. I think they told me that the films will be forwarded to Sweden that will take care of all logistics. Kodak in Norway will turn more into a sales organization.

I use this one
Kodak Norge
Pb 310
1411 Kolbotn
This is the adress give to me by a nice lady at kodak, that I talked to not more than two months ago.
At that time I wanted to send some k40 but lost the envelopes, and she told me just to send them to her. Cant find her address now, however the pb 310 adress has always worked for me.

Had contact with Kodak regarding this and they told me that you can drop your film off at any Kodak Express or Kodak photo shop agent which will forward it for free as before but now via a Swedish transit point.
For you it will make no difference but I recommend to write on the envelope: "Super8 Film For Processing In Switzerland".
Then it should go "home".
If you still want to send it by mail I´d rather recomend you to send it directly to Switzerland as per the address printed on the mailer. The Cost difference between sending it to Kodak Norway and dirctly to Swizz is negligeable: NOK 12 vs NOK 19 or so. It seems to be much quicker too. My recent film sent to Swizz returned in less than 1 week.
