I've been buying black & white reversal super-8 from Pac-Lab in NYC for about 3 years now. It's $22 a roll with processing included, and usually $6 shipping via Airborne. K40 is $26 per roll at Pac-Lab, processing included.

They also processed the Svema (Quarz) Chrome film I shot, without a hitch.
My current super-8 path is to purchase film, processing included, from Pac-Lab NYC, then ship to The Transfer Station in CA for $120/hr Rank telecine to MiniDV. That's the cheapest and most reliable path to broadcast-quality super-8 I've been able to put together, and I've tried a few places.
The most recent film I shot, a 5-minute film which has already screened at a few fests, was roughly:
12 Rolls Tri-X B&W + processing: $264
Shipping: $20
1 hour one-light Rank telecine: $100
Tapes, prep, etc: $50
TOTAL: $434
Mr TomFoolery -- FilmCraft Lab in Detroit sells & processes super-8. Not sure what flavors.

In Sacramento, I get it from Pardee's Cameras on El Camino.
In Las Vegas, I get it from Casey's Cameras off the strip a bit.
In North Vancouver, I get it from London Drugs.
However, when I have advance notice, I get it direct from Kodak for $10.83 per roll and use Wal-Mart for $4.88.
