I found this page with a few useful filters for digitized film.
There is a good plugin called 'grain surgery' that will add grain, remove grain or match grain. With some care it is possible to remove quite alot of film noise/grain from super8 footage with very little loss of sharpness. The rendering times are pretty bad on my computer though
The other is a time manipulation tool called 'twixtor' ...
"Twixtor enables you to speed up, slow down or frame rate convert your image sequences with visually stunning results. In order to achieve its unparalleled image quality, Twixtor synthesizes unique new frames by warping and interpolating frames of the original sequence... employing RE:Vision's proprietary tracking technology that calculates motion for each individual pixel."
Another plugin in that I have been using with great results is the orphanges "magic bullet". Magic bullet has absolutely the best de-interlacing and deartifacting plug in I have seen. I transfer all film using a Moviestuff printer and DV cam. The 4.1.1 compression really looks nasty - especially the stair step look with any image that runs diagonal around 20 degrees or so. Magic bullet really does a great job of interpolation and removing those artifacts.
It also has a "look suite" that allows different types of film processing. IE bleach bypass, three strip dye transfer.
It has a great letterboxer to change to every aspect ratio currently in use.
Also included is an optical plug in that allows great AB roll fades and burns.
Dowside is time - up to 8 secs frame. and cost - around $ 1200 if I remember correctly.
