canon 1014 xls runs only at single frame

I bought a canon 1014 xls on ebay, the seller described as it is full function, but in fact it only runs at single frame at every speed setting.
Is this a common issue with this camera?
Is this problem easy to be fixed?

I cleaned the battery chamber, and it runs at all speed now but there is about 1/4 sec. delay after pressing the shutter is this normal?

Well, there are many topic about canon 1014 XLS but no one had told about the delay of the shutter release.
Maybe the delay of cine cameras is not as important as still cameras.
