I notice that the connection to the computer says USB. That generally means USB2. I am considering purchasing the Retro-8 film transfer unit and wonder if that USB2 will be upgraed to USB3 which is 10 times faster.

You can currently use it on both USB 2 or 3, actually, so the scan speed has nothing to do with the USB connection and more about how the unit is purposely designed.
