They are not manufacturing the acetate for their films. Instead they will buy it from external sources, which nowadays sounds quite logical from any point of view even more when Kodak is now focusing it's activity on certain areas and leaving others. This would be like asking BMW to manufacture their own tyres.
In any case the first news is trash... because only at the very end of the info they carify what the news is about and what is not.
