Do i have any options other than just trying to get ahold of a broken projector (for costs sake) and spooling from the 400 to the empty 100 spool ? any other creative / cost saving ways to do this ?
I don't have access to any film clubs etc, I'm going to have to buy whatever i need to do this with

The best thing you could buy is a pair of wind arms. A split reel is also a nice thing to have so that you can mount the 400' roll (which is on a core) onto the wind arms. However, if you can't get a split reel it is possible to just hold the 400' in your hands as you wind it off.
Unless the film is double perforated, you will need to wind the film from the core onto another spool, then from that spool onto the 100' spools (or else the 100' spools will themselves will need to be re-wound).

I would echo Richard's advice but I would add that even in the case of double-perfed film you should still follow his method. If only to keep latent image numbers on the proper side.

The best way would be to go to your local lab and ask them to do it for you.
OR, most of those labs provide dark room services for free so you can do it yourself and they would certainly have wind arms and everything else you need. They would just generally ask you to use them for processing. I was just at a lab spooling down 400' rolls of 35mm onto 100' Eyemo loads.
