Tobin Milliframe Controller

I just got an Arri 16SR and it came with a Tobin Milliframe Controller Model TMC. Does anyone know where I can find a manual for this online?? I really don't know much about it. Is it just used to sync the shutter speed for shooting tv screens and shooting HMI lights? Does anyone have any experience using one of these they'd like to share?
