If you shoot at 18fps and transfer it frame by frame, then tell the program that puts all frames together that the speed is 18fps, it will keep that original 18fps speed (so clip doesnt look slower or faster) and turn it into a Pal (therefore 25fps) video?

For computer use, just set play speed to 18fps. For stand alone DVD use on TV we need to change the file to 25fps, while preserving the original play speed.
(18,75/3)*4=25. Just change the play speed of the file to 18,75fps in Vdub.
Load this file in your NLE. The Mpeg2 encoder will create -automatic- interlaced patterns.
You will get the following pattern: 3 original frames (same fields) and one mixed frame. That frame will contain a field of frame 3 and a field from frame 4. All frames will be interlaced of cource, but frames 1-3 are having the matching fields and will show up like if they were progressive.

Hi,
it also shows when projecting the film:
* when the projector got modified to a two bladed shutter (to increase the amount of light on the screen), 18 fps is simply too flickery to watch for more than 3min.
* even though 18fps looks good on a standard projector (with a three bladed shutter) , 24fps will still look better due to the decreased flicker.

I believe that shooting 18fps in Super8 is aesthetically correct for transfer to video, because movement gets translated as a "smear" (for lack of a better term), and actually contributes to the characteristic look of the format. I understand that BBC and Discovery Channel are once again encouraging use of Super 8 and other "low resolution" formats as insert shots in their programming, just to break up the monotony of technically correct but uninteresting HD video programming.
Another advantage of 18fps is the extra half stop of exposure sensitivity you gain from slowing down the mechanism.

24fps is much better suited for PAL transfers.

Sport definitely looks better filmed at 24fps as opposed to 18fps. Movements appear sharper and smoother.
