Is it possible to convert a Reg 8 camera to run and expose 25' of 16mm?

That is not logical.

Why not just pick up a cheap 16mm K3 camera, i.e. $150-$300?

You probably can but why would you want to when you'll be constantly loading the camera? 25ft isn't a lot in 16mm standards. Get a 16mm camera.

IMHO you can't:
The whole transportation-system would have to be replaced. (Replacing the cog wheels would be easy. But what about the gripper at the filmgate? It's only designed to move half a 16mm-sprocket-distance!)
And the whole optical system isn't designed for 16mm: the lens, the viewfinder, the shutter, ... . Even though replacing the filmgate with a larger one would allow more film to be illuminated than just the 3,7 mm x 4,7 mm, there will be no chance that you'll be able to use the whole 7,5 mm x 10,4 mm-frame.
