For a simple standards conversion (PAL <> NTSC) on PCs, VirtualDub (virtualdub.org) does a great job, but you have to set the paramaters (frame size, FPS) manually. There is also an MPEG2 version that allows you open VOB files directly, so you can do your conversion and export for viewing or re-authoring.

compressor does a great job at the highest quality setting, since it actually creates new frames based on motion detection data, but on lower settings it's rather crappy. i like the standards conversion fcp plugin from graeme nattress. if it's film or other progressive footage you're trying to convert there are several shortcuts that produce much better results, and this plugin lets you access them.
