For a simple standards conversion (PAL <> NTSC) on PCs, VirtualDub (virtualdub.org) does a great job, but you have to set the paramaters (frame size, FPS) manually. There is also an MPEG2 version that allows you open VOB files directly, so you can do your conversion and export for viewing or re-authoring.

They also have a copier. I already have copy tools so I passed on the copier.

They have demo downloads that really work.

compressor does a great job at the highest quality setting, since it actually creates new frames based on motion detection data, but on lower settings it's rather crappy. i like the standards conversion fcp plugin from graeme nattress. if it's film or other progressive footage you're trying to convert there are several shortcuts that produce much better results, and this plugin lets you access them.

PAL and NTSC are 2 main different television broadcasting systems that are used by most countries. DVD players in different countries are sold in accordance with the DVD video mode (PAL or NTSC). DVD player could only play back DVD discs that have are encoded with the same DVD video mode. Therefore, if you want to watch PAL DVD disc on NTSC DVD player, you need to convert PAL to NTSC DVD first.
