Loading is described quite well in the above mentioned manual. I'd say the 16-CL is the easiest projector to load I know. In case it jams you might better have it CLA'd.
It's slotload, isn't it? So it's just like a tape recorder. You slip the film in around that S-curve, then turn the knob clockwise to run. It should close in upon the film, at the same time creating all the loops automatically, and then start working. Nothing to it.
It seems strange that you wouldn't be able to properly load the film, the Elmo being a slot load. I would suspect you might have a claw adjustment problem or other issue that needs attention.
