What's the "sound tape" in the last picture? Is it like magnetic striping material? What the "tape drums" in the background?

The drums are for synchronization of sound with film. The sound must be on reel to reel tape recorder. Very clever system. Is someone wants details just ask as I don't want to cannibalize this thread.
