I agree with you : scan super 8mm original at 2k data resolution and finally record it back to 35mm film is a VERY expensive post-production process. I also agree that shooting directly in 35mm is the best avalaible option for a 35mm final print result considering Quality/Cost relation.
However if you need to insert a Super 8mm material in a 35mm long-feature, and you want to mantain Super 8mm inherent quality during Blow Up process it is a valuable option. Of course it is not the only one, as
we know that in Europe and USA, some labs are doing interesting optical blow up from s8 to 35mm.
Finally if you want to apply some post-production to the Super 8 footage (deep color-correction, composition ...), the data blow up is the best choice, from my opinion.
As always it depends on each particular project.
